A four-pronged package proposed by Local Government New Zealand to resolve the effects of the leaky building disaster was last night labelled "ineffective" by a lead leak investigation firm.

Prendos founder Greg O'Sullivan said the package was "commendable" in its intent but its estimate, which drastically reduced costs to effect repairs, was "a nonsense."
