The Nelson City Council, which is one employer affected, predicts the problem is only going to get worse.
It comes as some industries, such as building and related trades, are already grappling with a shortage of skilled staff.
Council chief executive Viesturs Altments said in the past month the council had had two potential employees decide against accepting jobs because Nelson was too expensive to move to.
