Julian Robertson, an American billionaire, has won approval from Hastings District Council to build 24 chalets and lodge facilities on land he owns at the cape.
A group opposed to the development has vowed to appeal against the council's decision to grant him resource consent. That appeal has to be lodged in the Environment Court by January 22.
