The Te Atatu Residents and Ratepayers Association filed the appeal on January 29 in a bid to block Waitakere City Council district plan changes paving the way for a marae development.

The council initially set aside 2.5 hectares of the site for a marae in January 2002 after changing its district plan.

But the ratepayers' group opposes the plan amendment, saying the land was originally set aside as open space reserve.
