Caught in a legislative net cast to catch dodgy tradesmen in big centres, the right of unqualified owner-builders to construct or work on their own homes would become subject to expensive supervision and certification if proposals in the new Building Bill pass unaltered.
Even smaller projects, such as building a deck or rebuilding the bathroom, could bring the home handyperson unwelcome extra costs and possibly unnecessary supervision.
