The North Shore City Council is considering changing its district plan to make this almost impossible

Developers are to blame, councillor Andrew Eaglen says.

Mr Eaglen says what was once a small unit for elderly relatives has become a big, two- bedroom unit out the back, which is then rented out.

The ploy is used by developers, getting around the city's planning laws.
