Finance Minister Michael Cullen has again ruled out "across-the-board" tax cuts, saying the fiscal position of the Government is not as rosy as some are painting it.

In notes for a speech to the Institute of Chartered Accountants annual meeting in Christchurch this morning, Dr Cullen outlined the Government work programme.
Fiscal prudence was at the core of his plans.
"Our fiscal position does now give the government some room to manoeuvre on the tax policy programme," he said.
