Building law 'ludicrous'
New building legislation is described as ludicrous by a Pakuranga councillor.

David Collings says the regulations, which are part of the new Building Act and relate to public buildings, don't make sense.
A section of the act makes it an offence to allow people to use parts of a building intended for public use if it is affected by building work.
That affects buildings where consent has been granted but a code compliance certificate has not yet been issued.
It also includes buildings where building work has been carried out without the necessary consent.
There is a fine of up to $200,000 for breaching the rule, with further fines of up to $20,000 for each day the offence continues.
The regulations came into effect last week.
It is likely to affect buildings like airports, schools, hospitals, apartment blocks, shopping malls and marae.
