Sandbags used to prevent flood waters entering the town centre had diverted water that had crossed the Matatua toxic dump into residential areas, Ms Fitzsimons said in Parliament.
As a result, homes could have been contaminated by dioxins, she said.
Environment Minister Marian Hobbs told the House she had been advised the floods affected several sites around Whakatane that contained contaminated wood waste.
