Auckland barrister Rod Thomas has asked that a case involving rule-breaking by president Howard Morley should now be re-instigated with a view to taking harsher action.
Not only must the institute which commissioned the opinion revisit his case, it should also draft new rules to stop the situation from recurring, Mr Thomas said in a draft opinion.
The case dates back three years to the collapse of Platt Property Management, when rent from the properties it was managing was not paid to landlords, even though the money appeared to go into its trust account.
