The council wants to buy 16 properties in the area, which has a long history of flooding.

It wants to remove the houses and leave the land as a flood zone. But James Davern says he's not selling. He says he'd rather get permission to put his house up on poles.

"I don't want to move," Mr Davern says. "They are only offering me $230,000 for my property and it's too low."

Around 20 families were evacuated from the area in May after the Opanuku Stream broke its banks during a torrential downpour.
