Owners of some million-dollar mansions on Oakura's Messenger Tce have built on land which they do not have legal title to.

Many of the properties along the seaward side of Messenger Tce have built on the road reserve.
As a solution, the New Plymouth District Council is considering selling the land to the adjacent property owners at market value.
Community assets general manager Anthony Wilson told councillors at Tuesday night's policy committee meeting that it appeared some of the land owners might not have permission to occupy the road reserve.
Mr Wilson said the road was not a legal title and permits could not be issued to erect a building.
"We have issued a licence to occupy the road to some of these property owners, but this only applies to an individual, not the property. It is not automatically transferred when the property is sold and can be revoked by the council at any time."
