The Tasman District Council has been lambasted over its plan to lift property development levies, with one developer saying it will block a proposed multi-million dollar retirement village in Richmond.

Tom Nimmo said under the new system, levies for the planned Stillwater Gardens Retirement Village would amount to more than $600,000, and simply make the development uneconomic.
"If this contribution level is insisted upon by the Tasman District Council, this development will not proceed," he said in a written submission to a council hearing on Monday.
"Neither will any further developments like this take place in the Tasman district," he said.
The council has included the new development impact levies in its draft long-term council community plan, and they are intended to more accurately reflect the cost of developing infrastructure such as water and stormwater services and roads.
