Council has decided to proceed with repairs on the grounds of structural integrity and health and safety issues.

However, it is reserving the right to proceed with legal action to gain compensation once the repairs are carried out.

The stairwell was constructed in 2000 as part of an extension to the main office building to provide an alternative access way and emergency exit for staff.
