Director of Banking and Insurance

Location: Auckland/Wellington

This is a new role on the executive team at the Financial Markets Authority (FMA). It will be responsible for designing and implementing the framework for regulating conduct within New Zealand's banking and insurance sectors.

The FMA plays a critical role in regulating capital markets and financial services in New Zealand alongside the Reserve Bank and the Commerce Commission. Its statutory objective is to promote and facilitate the development of fair, efficient and transparent markets.

The Director of Banking and Insurance is a significant new leadership position for the FMA. It has been created to reflect the FMA's role in developing a framework in New Zealand for conduct regulation in two significant sectors. Following the joint reviews conducted by the FMA and Reserve Bank into conduct risk practices within banking and life insurance, the FMA already has a significantly increased role and greater visibility in that area. It will be a vital and very visible part of the FMA's regulatory remit going forward.

This broad and influential role will see you working as part of the FMA's Executive Committee, you will have input into key projects and initiatives including the development and implementation of the FMA's regulatory strategy across its remit. This role will work closely with other senior colleagues, especially those responsible for strategy, stakeholder relations, external communications and frontline regulation. This role will have regular dialogue with the FMA Board and divisions of the Board.

As part of the consideration of a new regulatory framework in respect of bank and insurance regulation for conduct and customer treatment, you will work closely with the Reserve Bank, Treasury and MBIE to assist the Government in decision-making. Once decisions are made around legislative framework, regulatory remit for the FMA and funding, you will lead the design, implementation and delivery of the FMA's work in this area.

The successful candidate will have direct and deep experience of "conduct regulation" either from a senior role within a regulator or from within a regulated financial institution (or both). You will have managed teams, set strategy for regulatory supervision of a sector (or response to regulatory supervision) and be comfortable with presenting to and being in discussions with Ministers, senior government officials and Boards and senior management of regulated entities.

While the team that sits under this role will be small at first, once the legislative framework is in place, we expect to build out a broader supervision function for the sector and we will look to the role for people leadership within the FMA more generally.

This role sits on the Executive Committee ("ExCo") and reports directly to the Chief Executive. We are open for it to be in either Wellington or Auckland although the preference is for the position to be based in Auckland (due to the greater presence of the relevant sectors there).
