Council looks at building loophole

Council planners want to restrict pockets of urban growth becoming scattered over the countryside. Under their proposal, developers would require resource consents.

Unrestricted clusters could mar rural areas and defeat policies limiting urban growth, planners said.

The clustered housing variation will be notified and go to a public hearing.
