Outsiders see Porirua as unsafe, rough and dangerous and do not want to move there, a confidential report reveals.

Commissioned by Porirua City Council, What Do People Think of Porirua? shows outsiders believed Porirua had high unemployment, rundown housing and the Canopies shopping area in the central city was "full of unsavoury characters".
"People living outside the city are generally negative about Porirua and few would consider moving there," the report says.
